    Workforce planning

    If you are new to workforce planning or haven’t done it for some time and would like a refresher, we have an eLearning course to help you. Our eLearning course covers:

    • an introduction to workforce planning
    • why it matters
    • how to plan over a 3 to 5 year period.

    If you would like to complete the workforce planning eLearning course, you’ll need to request for this to be added to your eLearn dashboard. To make a request:

    iTrent training

    Our iTrent eLearning course can support you with workforce planning by providing real-time data, such as current team structures and employee data. This enables you as a manager, to make informed decisions about current capacity and future workforce needs.

    Plans and models

    Your workforce plan should not sit in isolation. A number of other higher level plans are being developed that you should familiarise yourself with. These plans are being developed to:

    • strengthen alignment with the council’s business plan
    • strengthen the ‘golden thread’, showing how the council business plan and other strategic objectives translate into operational delivery 
    • support the development of a new council performance framework.

    It's important to recognise and remember that good workforce planning is built on evidence so make sure you consider the data available to you.

    You can find lots of useful data about our council workforce and your team in iTrent. Using this data alongside your own knowledge helps build a more accurate picture of your team's current and future needs.

    Target operating model (TOM)

    Our target operating model sets out how the council organises people, skills and structures to deliver services now and in the future. Understanding this model will help you align your workforce plan with the council's broader direction.

    Service plans and transformation and improvement plans

    The new approach to planning means that directors are required to complete a combined service plan and transformation and improvement plan and an ‘at a glance’ overview of key corporate requirements.

    The service plan should focus on effective delivery of operational responsibilities.

    The transformation and improvement plan should focus on any projects or actions that involve fundament changes to how services operate, cost or deliver outcomes.

    Team plans

    Each head of service or group manager will be asked to complete a team plan based on the objectives in their director’s service and transformation and improvement plan.

    This will help to:

    • strengthen the 'golden thread', accountability, and improve staff understanding of how their work contributes to council priorities and objectives
    • support preparation for and discussions during performance reviews.

    Your team plans should be made available to your team. If you are unsure where your team plan is, ask you manager.
