    This policy outlines the Structured Professional Assessment (SPA) process for Soulbury Officers at the Council. It provides a framework for awarding up to three additional incremental pay points based on professional contribution and development. Officers can apply for Level 1 after four years of continuous Soulbury service (or exceptionally after two), with assessments based on development, service contribution, standards improvement, management, and equalities. Level 2 recognises sustained service efficiency, and Level 3 requires exceptional service development and engagement in continuous professional development (CPD).
