    Introduction

    The commercial office was established to oversee commercial activity within the council and implement the commercial framework. It leads our ambition to:

    • develop a commercially aware culture
    • generate income to offset service costs
    • support a more vibrant local economy.

    Working collaboratively with services we embed commercial thinking and manage commercial governance through the commercial board. As a council we have a strong portfolio of income-generating services, such as:

    The vision

    Our commercial vision is to become a more commercially focused and resilient council, investing our resources responsibly in commercial opportunities, to generate surpluses that will be reinvested to support the council’s corporate priorities and business.

    Who this is for

    This is aimed at any teams and services that are interested in applying a commercial approach to their work. This includes being involved in:

    • service delivery
    • cost saving
    • income generation
    • identifying opportunities
    • innovation.

    Applying a commercial mindset can help other staff and services benefit from this, to gain ideas on how to improve or change the delivery of a task or process within their service area. The commercial office can provide advice and support on the viability of an idea.

    The commercial framework

    The delivery of the commercial framework makes sure all of our commercial activities:

    • align with corporate priorities
    • minimise risk
    • embrace commercial opportunities
    • deliver improvement, efficiency and add social value
    • strengthen the council’s financial sustainability
    • support the local economy.

    The framework focuses on five key priorities.

    • Grow

      Improve the culture of commercial awareness, and build on the success and experience in the various commercial services already operating throughout the council, to continually develop and evolve.

    • Develop

      Provide training and learning opportunities to strengthen commercial skills and knowledge across the council.

    • Enhance

      Review and improve governance of commercial projects and activity to make sure they are coordinated and operating successfully.

    • Optimise

      Provide a greater insight and understanding of service delivery while defining cost models and monitoring financial data on a regular basis.

    • Generate

      Explore new markets and revenue streams to support discretionary services. Aim to be enterprising, innovative and creative to grow the provision of future services, horizon scan to analyse trends and disruptions and identify new opportunities.

    New ideas

    If you have a commercial idea that you think would be useful for your service or the wider council as a whole, you can complete the idea template. The canvass document is a useful starting point when developing your idea and to help you think about and consider the key areas.

    Business cases

    Business cases help us as a council to make informed decisions, especially when it comes to commercial activities like generating income, trading services, or working with partners. They give us a clear and structured framework to work within. We use business cases to:

    • Evaluate viability: Assess whether a commercial proposal makes sense financially, legally, and practically.
    • Justify investment: Present clear evidence to senior decision-makers or elected members on why resources should be allocated.
    • Support strategic goals: Align commercial initiatives with council priorities, such as benefits to the community and budget sustainability.
    • Manage risk: Identify and mitigate potential risks, such as financial, reputational and legal associated with commercial ventures.
    • Monitor performance: Set clear goals and objectives so we can measure the success of projects over time.

    Business plans

    If your service generates over £50,000 in income you are required to have a commercial business plan.

    Pricing

    Our pricing guide and policy documents are important tools that help the council’s commercial services run in a way that’s financially sound, competitive, and meets our public sector responsibilities.

    The main benefits are:

    • Informed decision-making: Provides a clear structure for setting prices based on costs, market conditions, and value to customers.
    • Cost recovery and profitability: It helps make sure all costs (including overheads) are recovered, and identifies opportunities where income could be generated.
