7.Risk assessment process

    Introduction

    If the result has identified that your team member (or the preferred candidate) has convictions or cautions, you will need to:

    • arrange to view the original certificate
    • complete a risk assessment to identify whether any of their convictions or cautions will impact on their suitability to undertake their job role.

    Carry out a risk assessment

    Follow these steps to carry out a risk assessment.

    To start a risk assessment, download the relevant paper form below:

    Arrange to meet

    Once you have had chance to review the document, arrange a meeting with the team member (or the preferred candidate).

    At the meeting you'll need to discuss the conviction(s) or caution(s) that have been identified so you can add to the document an explanation of:

    • the offence(s)
    • any associated risks
    • their attitude towards them
    • any mitigating circumstances.

    Nature and level of contact

    Fill in the questions related to the nature and level of contact.

    Make a decision on suitability for role

    Use the information you have gathered to make a decision on whether the:

    • convictions and cautions will affect an existing team member's role
    • preferred candidate is suitable to carry out the role they have applied for.

    Document your decision in the section called Reasons for decision on suitability/non-suitability for post.

    Fill in appendix A

    Once you have completed the form, please make sure you fill in the safety recruitment strategy checklist (appendix A), which you’ll find at the end of the document.

    Decision authorisation

    Once both the form and checklist have been completed, you must make sure the form is signed by:

    • corporate staff, your head of service or director
    • school staff, your head teacher or chair of governors.

    Send the form

    Make sure the email has been created on your work email address as it must be sent via the council network.

    Then:

    • attach the file
    • mark the email as Official sensitive (so that only the team receiving it can access it).

    Please note:
    If you are a school staff member, you may not be able to send the email via the corporate network. Please refer to the risk assessment for more guidance.

    What happens next

    The disclosure services team will:

    • review the submitted risk assessment
    • discuss it with the business partnering team to make sure necessary risks are assessed (if relevant)
    • notify you of their decision.
