    Introduction

    The Care Quality Commission (CQC) are responsible for inspecting all local authorities on a regular basis and are the independent regulator of health and social care in England.

    They arrange an on-site visit, allowing time for preparation beforehand for the submission of the necessary paperwork and data. The CQC also conduct interviews as part of the inspection.

    Adult social care improvement advisor appointed

    The Department of Health and Social Care (DHSC) has allocated the council an independent adult social care improvement advisor - Dr Carol Tozer OBE, to ensure robust and sustainable change.

    Carol is an experienced director of adult social services (DASS) and former trustee for the Association of Directors of Adult Social Services (ADASS), where she led the organisation’s work with ADASS regions and its performance and standards.  

    Over the past three years, Carol has supported more than 30 councils to improve their adult social care offer and impact. We welcome Carol to the East Riding and look forward to working together on our improvement plan over the coming months. 

    Delivery partner appointed

    We have also now appointed Deloitte as our delivery partner to support our recovery programme.

    They will be working alongside us over the next three months to help us to define, prioritise and co-design the initiatives we need to complete in order to achieve our ambitious goals.

    Voluntary improvement board established

    We have also established a voluntary improvement board to oversee our progress alongside our improvement advisor. This will be chaired by local government consultant Kath O’Dwyer. 

    The board will meet on a regular basis to oversee our progress.

    CQC improvement overview and scrutiny sub-committee established

    The council have also established an internal CQC improvement overview and scrutiny sub-committee. This committee, comprising of councillors, will oversee our improvement journey and review our progress. The committee will be chaired by Councillor Leo Hammond.

    CQC assessment next steps report

    On Thursday 13 November Kim Curry presented our CQC assessment next steps report to the overview, management and scrutiny committee.

    Our response to the CQC assessment report

    Inspectors visited the council in June to review how the council supports adults in need of care and support.

    Following this inspection, the council has received a rating of inadequate for its adult social care services.

    While no evidence was found to suggest that individuals were unsafe, the inspection highlighted significant concerns - particularly around delays in accessing services and the time people wait for assessments and support.

    An improvement plan is already in place and will be overseen by an independent improvement partner. We will make sure that representatives from our partners, care providers and people who use services and their families with lived experience are heard from and central to our improvement.
